Lets planners set a budget, get demand-forecast-driven restock recommendations that fit it, and place an order that shows up in Orders under a new Submitted Orders section with lead time and expected delivery. Also adds an architecture reference doc and a CLAUDE.md rule to document non-obvious logic changes. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
