Document manual audit closure runbooks

Summary

• add the manual closure runbook for the remaining PWA/mobile/accessibility audit issues ([Audit 23/32][P2][PWA] Improve Install App, offline-state, and cache-clearing UX #260, [Audit 25/32][P2][Mobile] Improve mobile layouts for catalog, tools, Pipeline Builder, and PWA install #262, [Audit 26/32][P2][Accessibility] Run full a11y audit and fix ARIA, focus, keyboard, contrast, and live feedback gaps #263)
• document the required real-device, screen-reader, keyboard, Lighthouse, and issue-comment evidence before those issues can close
• add a Next bundled PostCSS advisory runbook for Track upstream fix for Next bundled PostCSS advisory #7 with the current stable evidence from 2026-06-27
• add guard coverage so the manual closure criteria stay wired into tests
