Bound the release job - #9

Missed twice, and for the same reason both times: release.yml was reverted during the CI standardization -- deliberately, to keep the generic "Test before packaging" change off this repo's dual-artifact release -- and that revert took the pins and the timeout with it. The pins came back in the last pull request; this is the timeout. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>

timeout-minuteson the release job, so a hung step fails here rather than sitting until the runner's own limit hours later.Missed twice, same cause both times.
release.ymlwas reverted during the CI standardization — deliberately, to keep the generic "Test before packaging" change off this repo's dual-artifact release — and that revert took the pins and the timeout with it. The pins came back in the previous PR; this is the timeout.Caught by the verification sweep, which is what it's for.
Phase 6 of the standardization plan (F7).
