Some RTL CLIP firmware (e.g. T17A1EFHU_F) never sends completeProvisioning_ack after the completeProvisioning response — it just starts publishing device_packets. Without registration those packets were dropped and the device eventually undeployed. Register on the first device_packet when a deploy is on file. Devices that do send the ack are unaffected.
