Added gr-iio support to Config.in

There are packages with libiio, but they cannot be used with GNURadio because gr-iio isn't in the makefile. I added it, there is one other PR for the other file because GitHub's online pull request editor is inconvenient to use. |

Added gr-iio support to Config.in
