feat(android): simplify operator camera surface

Summary

• refreshes the native Android operator surface with a #0a0a0a canvas, flat #191919 cards, 8dp corners, hairlines, pill controls, regular sans text, and tracked mono labels
• reduces the camera screen to preview, stream/tally/battery/thermal/audio state, lens switching, Start/Stop, and Settings
• replaces Advanced Settings with a single connection-and-stream setup panel while retaining the existing preferences and update behavior
• adds layout and operator-action policy tests so expert controls cannot reappear on the simplified surface

Validation

• :app:testDebugUnitTest :app:lintDebug :app:assembleDebug (passed)
• Debug APK smoke-installed and launched on Holen_API_36 before the AVD became unavailable.
• Final screenshot recapture is blocked: the AVD repeatedly exits/fails to register with adb after the latest build; no current screenshots are claimed.
• Release build not attempted because all OPENSTREAM_RELEASE_* signing variables are absent.
