Merge the previously unmerged C23 parity phases covering provider parsing, billing, quota semantics, local cost/session behavior, independent providers, and runtime reliability. Final commit-level disposition remains part of the parent upstream sync.
Merge the verified provider-authentication parity work into the upstream synchronization branch after the GCC 14 and Clang test matrix passed.

This draft PR exports a full local sync workspace, audits upstream changes since
UPSTREAM_REVISION, ports Linux-relevant behavior into the native C23 implementation, and removes the temporary export workflow before merge.Upstream target:
