…no longer hangs Lifecycle-robustness #1 (sprint-323 hung at 28/31). dispatchTick requires every dependency in doneIds (DONE / debt-DONE only), so a task whose dependency ended NO_GO/MANUAL_REVIEW can NEVER become ready — it stays PENDING forever and the `collected === taskIds.size` completion check never satisfies, hanging EXECUTE so EVALUATE/FIX never run (only resolved by the multi-hour sprint timeout). Fix: cascadeSkipDeadBlocked() runs each tick (and before the early-return). A PENDING, un-assigned task whose dependency reached a terminal FAILED state gets a synthetic cascade-skip NO_GO result (collected + status-synced, deferred and re-runnable — NOT silently lost). A while-loop resolves transitivity in one call. EXECUTE now completes → EVALUATE/FIX run normally. Faithful: result-collector.test — dep-a NO_GO + dep-b dep-on-a → dep-b is cascade-skipped fast (notes "Cascade-skipped", elapsed < 4 s); pre-fix dep-b only got the timeout synthetic ("Worker timeout") after the full 5 s. tsc=0; tests/orchestra 6259 pass / 0 fail.
