Pass the CI telemetry opt-outs through the desktop smoke Docker boundary. Containers do not inherit the workflow environment, which caused one integrations.sh hit per desktop smoke run.\n\nVerification: Prettier and git diff checks pass. The PR desktop smoke job exercises the real container path.
