The workflow in release.yml is triggered when a v* tag is pushed. It then creates a GH release with GH's generated release notes. A justfile command for releasing is provided for convenience
And update the homepage/repo links in Cargo.toml

The second commit bumps the version in Cargo.toml to 0.4.0 to prepare for the next release.
