feat(tee): show disk progress during genesis readiness - #70

The configure command normally watches first-boot disk provisioning, but genesis-ceremony can become the readiness barrier when that watch is skipped, interrupted, or followed by service recovery. Query getLuksProvisioningStatus for nodes whose reth is still unavailable, render the shared per-node progress dashboard, and pause the reth readiness timeout while provisioning is active. Reth block 0 remains the ceremony readiness gate. Extract the cohort dashboard for reuse by configure and genesis-ceremony, and cover timeout pausing and progress rendering in the genesis tests.
Document that the seismic_node project pins ephemeral bootstrap devnets to the operator-local Pulumi backend, and direct durable shared networks to a separate remote-backed project.
