docs: record documentation pilot outcomes

Summary

• record the exact candidate PR stacks prepared across Scient, desktop, and website
• capture the minimal decisions supported by the three vertical pilots and the website publishing proof
• measure the real PR #190 documentation fan-out and the website publishing-architecture fan-out
• keep the next real retirement and T3 intake as honest pending maintenance gates instead of manufacturing work
• refresh the generated inventory at the exact final candidate heads: 1,205 Markdown files, including the new website publishing-architecture owner, with 928 vendored donor files structurally excluded and scient-agent uninspected

This updates the accepted implementation plan instead of adding another progress file.
