docs: publish Wave Forcing 4-step quality results

This pull request updates the quality metrics table in the page/index.html file to include new results for "Wave Forcing 4-step" and adjusts the highlighting of "best" results for several metrics. The protocol note is also updated to reflect the inclusion of these new results.

Quality metrics table updates:

• Added actual results for the "Wave Forcing 4-step" row, replacing the "Stay tuned" placeholder with new metric values and highlighting the best results.
• Adjusted which cells are marked as "best" for several metrics across the "Rolling Forcing," "Rolling Forcing on WaveRT," and "Wave Forcing" rows to accurately reflect the top-performing values.

Documentation update:

• Updated the protocol note to state that "Wave Forcing 4-step" results are now included, instead of pending.
