Expose formatting, Python validation, tests, and workflow linting as flake checks so branch rules depend on one trusted evaluator instead of duplicate GitHub jobs.
Avoid maintaining separate Python and workflow check plumbing when repository validation is intentionally limited to existing Treefmt and devshell outputs.

Simplify repository validation by keeping only existing Treefmt formatting and devshell checks instead of maintaining separate Python and workflow check derivations. This removes unused actionlint configuration and redundant check plumbing while requiring container releases to target the trusted GPU runner.
