RevolutionVA is a 501(c)(3) nonprofit in Hampton Roads, Virginia. Our purpose, as stated in our currently operative Bylaws, is to provide educational opportunities for software and web development. RevolutionVA operates Hampton Roads DevFest, 757tech and the Hampton Roads Community Board Map. RevolutionConf is a dormant event that may return. RevolutionVA provides event-specific sponsorship to BSides Hampton Roads but does not operate it. A standalone 757 job fair is planned as a future program. The independently managed 757 Developers Meetup is used by RevolutionVA but is not owned by the organization.
This repository is our public operations record: governing documents, board information, and policies. It exists so that anyone — attendees, speakers, sponsors, volunteers, grantmakers — can see how the organization is structured and governed without having to ask.

These are faithful transcriptions of the executed documents, published in Markdown so they're readable, searchable and diffable. The signed originals are retained by the organization as required by Bylaws § 16.4 and control in the event of any discrepancy; copies are available on request.

- Nov 2, 2015 — incorporated in Virginia as RevolutionConf
- Nov 30, 2015 — Bylaws adopted; founding board seated
- Dec 2015 — recognized by the IRS as a 501(c)(3) organization
- May 18, 2016 — Board adopts Articles of Amendment renaming the corporation RevolutionVA; filed with the SCC June 13, 2016
- Feb 2017 — change of address filed with the IRS
- Exempt status was later automatically revoked for non-filing, then reinstated under Rev. Proc. 2014-11 retroactive to May 15, 2018, leaving no gap in exempt status. Determination letter issued September 16, 2021.
This repository is new and deliberately incomplete. TODO.md tracks what's still missing — including the Conflict of Interest Policy, a copy of our Form 1023, restated Bylaws under the current name, and a formal board-minutes process going forward. We'd rather publish the gaps than paper over them.
Some records are intentionally not published: tax identification forms (W-9), sales-tax exemption certificates, banking and payment-processor records, executed director acknowledgments bearing personal signatures, venue and sponsor contracts, and anything containing personal information about community members, speakers or attendees.
