feat(settings): add compact icon rail variant

Summary

• replace the crowded grouped settings sidebar with a compact, accessible icon rail
• move search and the selected category label into the modal header
• replace inferred child placement with explicit row compositions for simple controls, toggles, ranges, choices, complex content, status/actions, and region selection
• keep group titles and descriptions together in a vertical hierarchy instead of splitting them across row columns
• give shortcut editors, capability inventories, runtime details, and install steps the full width they require
• keep Native Streamer status badges, report links, refresh actions, and descriptive copy attached to their owning rows
• normalize About/update actions to the same bounded 280px control rail as dropdowns
• stack rows from a 720px section container query, so layout responds to usable content width after the icon rail and modal chrome
• keep OpenNOW Controller Mode and profile selection in Console
• move Identify as Console to Stream → GeForce NOW Launch Mode, where it requests appLaunchMode=gamepadFriendly for new GFN sessions without fullscreening OpenNOW or enabling its console shell
• remove the unused legacy SettingsPageLayout component
