Add Focused Conversation (ORID) method spec (draft, CC0) - #7

Single-artifact conversation through the four ORID levels: objective, reflective, interpretive, decisional. Independent OFL rendering from the canonical ICA / Technology of Participation structure (Stanfield, 2000), CC0-1.0, with per-level weval blueprints. index.json + README regenerated; validate / check / guard / test all green. A reusable building block, composable as the engine of a "make sense of this" stage (mosaiclab-deliberation already moves ORID-style). Surfaced via the power-of-facilitation (#FacPower) book MCP; not derived from it (that book is CC BY-NC-ND). Ref: HAR-1063. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

Adds the Focused Conversation (ORID) method spec to the registry.
