Second published spec: MosaicLab's citizens'-deliberation process (Facilitating Deliberation, MosaicLab 2022), a 6-stage chain scoped to the in-room deliberative arc. Independent OFL encoding licensed CC-BY-NC-4.0, attributed to MosaicLab; graduated from staging now the source is confirmed free-to-download.
