This PR follows Jodys response on the on the incubator list on 2026-07-04 regarding "Proposal to add FAIRness to the incubation process". The FAIR principles complement and extend the concept of "Open". A growing number of graduated OSGeo projects has already embraced FAIR and have minted DOI (list here: https://www.osgeo.org/initiatives/open-geoscience/) The FAIR principles also matter for community projects provided they are software-focused (e.g. Rasdaman).
