[19.0][MIG] base_google_map: Migration to 19.0

Migration of base_google_map to Odoo 19.0 following OCA maintainer-tools guidelines.

Changes applied

• Bumped version to 19.0.1.0.0
• Framework changes for 19.0 (settings <block>/<setting>, type=\"jsonrpc\", empty ICP handling)
• Icon, GML credits, readme (markdown fragments), shortened headers, unit tests, i18n
• Local pre-commit, tests, and coverage 100% passed before push
• Added unit tests for res.config.settings helpers and HTTP controllers

Dependencies

All manifest dependencies (base_setup, base_geolocalize) are core Odoo modules already available on 19.0.

Checklist

• Tests pass locally
• pre-commit passes locally
• Coverage > 99% (100%)
