Build and stage gst-avsynctest-rs and gst-plugins-rs closedcaption in the gst-nmos-rs image. Install libpangocairo at runtime so the closedcaption plugin loads. Document DeepStream codec restore via user_additional_install.sh in a derived-image snippet. Bump GST_PLUGINS_RS_REF to tip of main for the st2038 ST 291 ADF parity fix (gst-plugins-rs !3216).
