Runtime-safety-only runner hardening from exact base 9ec0b9b: case-local HOME/USERPROFILE/APPDATA/LOCALAPPDATA/CODEX_HOME/XDG_CONFIG_HOME isolation, foreground/background process-tree termination with positive readback, and focused regression tests. Head ca17087. Verification: py -3.13 targeted Issue #62 modules 20 passed; py_compile passed; git diff --check passed; report_quality_gates report-only exit 0. Python 3.13 core: 1757 passed, 1 skipped, 2 unrelated existing smoke-script failures in tests/test_smoke_scripts.py. Remaining limits: live candidate/current-binding planner, full wire evidence, non-streaming/choice/terminal/error/hosted/unknown controls, wire-bound replay, and independent maintainer review remain outstanding; ready_for_issue62 remains false. No merge, issue closure, tag, or release.
