feat: codesync with evault

Description of change

• Adds the design doc and phased plan for syncing pushed GitW3 code into the author's eVault, following the same spec-then-plan process as the w3ds-oidc-bridge. Identity resolution, ACL, admin-token custody, and delivery-reliability decisions are all source-verified against GitW3's and evault-core's actual code.
