[WIP] Fix failing GitHub Actions job arm64-windows

• Inspect the failing GitHub Actions run and arm64-windows job logs to identify the root cause
• Locate the relevant repository code and existing tests for the failing behavior
• Implement the smallest possible fix and add or adjust focused tests if appropriate
• Run targeted validation for the changed area and manually verify the fix
• Scan changed files for secrets, run parallel validation, and summarize the outcome
