apply_global_cut_budget split the post-prefix budget by integer division and dropped what did not divide, and a batch holding fewer cuts than its share left the difference unclaimed. Both make the budget land short: with 8 batches and a prefix of 4, every G in 40..=47 kept the same 40 cuts, so the configured value was a different knob from the one that ran. Largest-remainder apportionment with the capped slack redistributed, ties broken by batch position so the result stays reproducible. When the budget binds the surviving cuts now total exactly G.
