Updates the PromoteRuleApp command-line sample to support applying/removing labels on the source Rule App as part of a promotion workflow, while also refactoring promotion/retrieval logic to use RuleCatalogConnection APIs.
Changes:
- Added new CLI options to apply a label to the source Rule App and/or remove a label from the source Rule App after promotion.
- Refactored retrieval of the source Rule App to use
RuleCatalogConnection(latest revision when no label is provided; labeled revision otherwise). - Improved connection/promotion error handling by separating source/destination connection failures and promotion failures.
