Summary
Why
The repository now requires one approving review before merging for ISO monitoring. The automatic merge workflow could not satisfy that requirement and bypassed the intended review process.
Impact
Dependabot will continue opening grouped dependency update pull requests. Those pull requests will run the normal CI workflow and require an approval before they can be merged.
