Docker Compose profiles weren't quite set up correctly. We were also using docker-compose, but modern usage is docker compose (with a space, not a -).
Stop filtering for the old YSI-based cert, so that we also pick up the Prisma VPN certificate.
Like we have elsewhere

Since we can't upgrade to Python 3.13, or deploy from a Yardi laptop with the current VPN certificates, we need to step down to Python 3.12.
I also took the chance to clean up our build tools slightly.
