Add owner attribution to Health findings

Summary

• Attribute Health findings to Shibumi, Omarchy, third-party plugins, or unknown.
• Keep ambiguous and unverified sources fail-closed.
• Expose Shibumi issue drafts only for verified Shibumi runtime errors.
• Add sanitization, UI filing gates, attribution fixtures, and regression coverage.

Validation

• 44 Health attribution tests passed.
• Health diagnostics regression passed.
• Pinned Control Center regression passed.
• Production boundary regression passed.
• Full pinned contract regression passed against the installed-source Omarchy baseline.
• Live matrix passed all 21 planned transitions across Omarchy, V1, Full, Fit, Dock, and Notch; one Quickshell process remained active.

Notes

• The only live Health warning is the missing Git upstream for the local development branch.
• Physical multi-monitor and other hardware-specific release gates remain separate.
• No issue-closing keywords are included.
