Migrates the plugin build system from Rollup to Rolldown. Cold-start build of full bundle goes from 49s to 10s. Cold-start build of dev-only UMD bundle goes from 18s to 1s. Rolldown has a lot more functionality built in, so this gets rid of a bunch of dependencies, too.
