Fix cloud account status when Cloud is offline

Summary

• Treat unregistered, stopped, failed, and terminal Cloud deletion states as normal local UI states instead of repeated 502s.
• Add explicit owner-only deletion status refresh and synchronize stop/re-enable/privacy UI state.
• Sanitize Cloud account/mutation responses and legacy cloud error storage, including settings, IPC, and database export redaction.
