docs: add official course links and teacher notices

What changed

• add CityUHK 2026/27 course-page, official PDF, and Master Class Schedule links to all 28 unique courses across 29 course pages
• keep all existing teacher profiles, but add a notice beside each of the 27 teacher sections that public course pages do not confirm the current 2026/27 section instructor
• summarize confirmed 2026/27 offering terms for EF5052, IS5312, IS5313, IS5314, IS5411, and IS6400
• update IS6421 from the ambiguous Not offering 2025 label to the current 2026/27 catalogue status
• correct IS6912 duration and scheduling boundaries, including the narrowly scoped one-semester exception
• record the work in CONTENT_CHANGELOG.md

Why

The site mixed historical teacher/course experience with current-looking semester labels. This change preserves the historical material while attaching direct official sources and making the current verification boundary explicit.

• git diff --check
• sampled AC5511, IS6912, and IS6421 through a local production-path preview; page assets and course content loaded successfully
