feat(ground): compose flight transfer with repeated bounce

Summary

• adds one authoritative flight-to-repeated-bounce composition facade
• validates exact inputs before transfer and delegates transfer, request identity, and repeated-bounce physics to existing qualified components
• preserves typed no-contact, grazing, and missing-angular-state failures without invoking ground execution
• updates the flight/ground specifications and all canonical campaign handoffs in the same implementation commit

Validation

• 365 flight and ground tests passed
• 17 focused facade tests passed
• independent gate: 31 transfer/composition tests passed
• Ruff, format, MyPy, Bandit, docs governance, campaign manifest, module/file-size, and changed-Python gates passed

References #4270 and #4267. These issues remain open because skid/roll, clients, runtime parity, and release integration are outside this bounded child.
