arm64 osx build

Adds arm64 build to gha pipelines. For some reason my fork doesn't want to see workflows after forking, so i hasn't tested it yet.

I have adjusted both macOS builds to use 14, for more backwards compatibility. Let's hope this won't break everything :D.

Yup, works great, i can now install dua with mise on arm64 osx:
