Control leg: the harness still calls ci-versioning@develop, where the upgrade scan is rooted at the dependency tree, so this file must be invisible to it. The .cs touch is inert and only exists so the changed-file gate matches.
Treatment leg. Source is identical to the control commit, so the only variable is the action: the scan must now find File_Engine/Versioning_93.json and merge it into v93.json.
