chore: replace Yarn with npm and refresh frontend tooling - #505

Switch the package manager to npm, remove Yarn Berry artifacts, and update Stylelint/webpack-related dependencies so the build and lint pipelines stay compatible.
Use npm ci/build with Node from package.json Volta, and upgrade checkout/setup-node to v7.
