Azure Pipelines: There may be pipelines that require an authorized user to comment /azp run to run. |
The caller pointed at the branch the reusable workflow was developed on, which is deleted once that pull request merges and would take this gate down with it.

A pull request opened by the agent is missing the human who would normally have written and vetted the change, so a single approval would be the only human judgement applied to it. This job requires two distinct human approvals on those PRs and passes immediately on everyone else's, leaving normal review unchanged.
