You need to init the release via release plan. Please check https://eng.ms/docs/products/azure-developer-experience/develop/sdk-release/sdk-release

SDK team requires the first release to be beta. You can have a follow-up release plan for GA SDK.

We can follow .NET on this release. If they release 1.0.0 directly, Java can do same.

Please note Discovery was granted an exception for this scenario since our release cadence from Public Preview to GA was fast tracked.
