CI: Upgrade base image to Ubuntu 24.04 - #6

Upgrade the Docker base image from Ubuntu 22.04 to Ubuntu 24.04 to use the newer toolchain provided by the latest LTS release. Update the default Python alternative from Python 3.10 to Python 3.12 and add --break-system-packages to support pip package installation on Ubuntu 24.04. Add the bc package required by build workflows and keep the container dependencies aligned with the updated base image. Signed-off-by: ffrancis <ffrancis@qti.qualcomm.com>
