Wire spectrum.level to egress rules at session open (low audit-only, high skill allowlist, full sequencer step_id). Add CLI set/show for spectrum, OTel export assert in audit_pipeline, and stress sim low/high scenarios. Fixes ARPAHLS#27
Add mid/full stress sim scenarios, aura_coat_flow_report.py for structured session breakdowns, OTel CI assert, and config show spectrum_levels reference.
Refresh INDEX, ROADMAP, architecture, comparison, onboarding, field-services, CONTRIBUTING ripple table, and CHANGELOG for shipped ARPAHLS#23/ARPAHLS#27/ARPAHLS#39 work.
