Lands the completed control-plane records for FLAMEGPU2 plus two riding edits.

  • No MOAT upstream PR: the maintainer has their own draft AMD/HIP PR (AMD GPU Support via HIP/ROCm FLAMEGPU/FLAMEGPU2#1379); MOAT offered two fixes plus validation evidence on the fork's amdgpu-fixes branch instead of competing.
  • Four platforms completed at validated head a290861 (wave64, wave32, windows gates satisfied); the maintainer's current tip was additionally verified wave32-clean (1070/1070 pass on gfx1100).
  • Project is on_hold awaiting the maintainer's reply; a future fix round re-homes the folder onto port/FLAMEGPU2 automatically via fix-branch.
  • License: AGPL-3.0.
  • Riding edits: .claude/agents/intake.md and a cuda-to-rocm assess-existing-support.md section on contributing to a maintainer's live HIP branch (moving-sha evidence, workflow-scope push refusals).

Records-only otherwise, under projects/FLAMEGPU2/.

An open draft PR on the upstream repo is invisible to the docs grep and the
fork search, and it is the strongest duplicate signal there is. FLAMEGPU2 was
adopted while the maintainer's own HIP/ROCm draft PR (FLAMEGPU2#1379, opened
2026-04-13) sat open upstream; a full parallel port was built before anyone
noticed. gRASPA shows the converse timing: a community HIP PR landed 13 days
after adoption, which no screen can prevent -- but the FLAMEGPU2 case was
checkable at intake time.

Sourced from FLAMEGPU2: evidence offered upstream is only about a sha and
their branch moves, and pushing a branch cut from theirs can be refused for
want of workflow token scope even when our own commits touch no workflow.
