LOG_LEVEL设置为debug的时候，启动测评无法查看到推理过程中每个请求的请求体信息（debug level的log）

MockAISLogger 移除 debug 的吞掉逻辑（def debug: pass），只保留 info/warning 的去重。这样当用户把 LOG_LEVEL 设为 DEBUG 时，发请求的模型日志（如 tgi_api L117 的 [Multi-LoRA] debug）能真正打印出来，而不会因为模型是首个构建、logger 是 MockAISLogger 而被静默丢弃。
