Four routine definitions still carry a stale identity line that no longer matches how their content is actually authored:

Since the 2026-07-12 compute migration to the Copilot Agent Tasks API, Copilot licenses are per-user and the machine account has none, so routine content (issues/PRs/comments) is created and authored under the experimenter's own account (willregelmann) via COPILOT_TASK_API_PAT — documented in automation/routines/README.md's "Registration" section and docs/ARCHITECTURE.md's "Service account" row. red-team.md, scout.md, librarian.md, and explorer.md were already corrected to say "authored under the experimenter's account ... not the machine account" in the 2026-07-18 amendment (see that date's EXPERIMENT.md log entry), which explicitly named these four files as the outstanding follow-up: "the same correction is still outstanding on worker.md, reviewer.md, responder.md, and governor.md, flagged here as a known follow-up, not fixed in this entry." Two weeks later it is still not fixed.
This is exactly the kind of drift the steward exists to catch: a routine reading its own definition file today would misdescribe its own identity, and an experimenter auditing authority boundaries from these files alone would reach the wrong conclusion about who can act as what.
automation/routines/ is a protected path; filed as an issue per the steward's mandate rather than edited silently. Suggested fix: mirror the correction already applied to red-team.md/scout.md/librarian.md/explorer.md onto these four files' header lines.
