[Feature request] Make the "Split view" configuration global and configurable

Expected behavior

• It should be possible to configure the Split-view globally.
• If global setting is active every editor should show it by default
• If there is an existing state it should be ignored

May be we make a startup-action, that clears all individual states if it is active.
