Update NuGet depencies

As well as NodaTime (see #57) and Microsoft.SqlServer.Types (see also #58, but could do as part of this issue), we should update Moq from v.4.2.1510.2205 to v.4.8.3 and protobu-net from v.2.0.0.668 to v.2.3.12. They shouldn't have breaking changes.
