setting up a repo to coordinate

So, due to a confluence of factors, I've picked up looking at the 9p kernel stuff again (with @rminnich) and was looking to potential address some performance concerns. Figured it'd be easier to coordinate the in-kernel bits around a common group, so I set this up. If its not useful to you, please feel free to ignore it.
