you can get them yourself either by using xdvdfs to extract the rom and then py360 or some other tool to extract the PIRS files without extension, or you can use my tool where you can just drag & drop a file on it and it'll identify & extract whatever you give it.

Files appear to be encrypted. You can provide the executable so we can take a better look. Also, use another file hosting, that one gives me malware-like popups.

Looks like these are not encrypted, just zlib-compressed. I'll implement it some day, but definitely not in next 6 months.
