Implement the full FFI interface for the extended C API of Sqlite3MultpileCiphers

Sqlite3 Multiple Ciphers has a few extended functions for configuring encryption, they aren't necessary for Sqlite compatibility since the pragma interface is available but it would be nice to implement them in dart.
