Space Fn1 not working properly on Mac

When set a key to [Space Fn1] on layer 3, by using [TO3] and then [Space Fn1], the keys in layer 1 are not succcessfully mapped.

However on layer 0 it works fine.

This is correct behavior,the highest active layer "wins".
While layer 3 is active, activating layer 1 has no effect, other than on transparent keys.
You may want to rearrange your layers to allow the behavior you want.

e.g.
if you're using layers 0 and 3 as "base" layers, these would be better as layers 0 and 1, with "function" or "symbol" layers placed higher where they can be accessed from either base layer.

I see. After reading the doc, it seems using [DF]/[PDF] fit more in my scenario. Not sure if these are affected by the layer hierarchy or not.
