add lint and format workflow, and edit deploy/mermaid workflow

1. Add a basic ci.yml that checks for formatting and linting on prs and pushes to main
2. Edit deploy.yml and mermaid action (orig repo) to add option to not commit mermaid files to repo, and just gen them for builds
